It is coming up to the Fall & Winter months and with that comes inclement weather as well as the potential for SDG&E Public Safety Power Shut Offs prompted by a combination of Santa Ana winds and low humidity.
These situations are unique throughout our district of 600 square miles and in most instances the weather conditions may be different in our various communities, which affects the commutes of not only our district transportation but also for our employees who live in each community in our district and many who drive from down the hill to come to work.
Decision To Close Schools
The decision to close schools is made with the safety of students and staff in mind. In some instances, it may feel safe to drive a passenger vehicle, whereas it is not safe to drive a large school bus in the same conditions.
Our district utilizes a variety of predictive weather apps and web resources, consults with local officials, and a “boots on the ground” approach to determine whether to close school or push the day to a late start. When the predictive resources are inconclusive, our transportation department begins driving the roads in the district while also checking with local officials to ensure we have the most current real-time information to make the decision.
It is our goal that if we can determine to close school based on predictive information, we will do so and notify families and staff by 8:00 PM the night before the closure or late start. In the event that we wait until the morning, it is our goal to notify families and staff by 6:00 AM the morning of the closure or late start.
How Notifications Will Work
You will receive a call, email, and text from our district’s All Call System. (Now is a good time to verify that your information is up to date)
An alert will be posted on our district’s website www.juhsd.org
Alerts will be posted on the social media accounts managed by our district.
News media will be notified.
We ask families to rely only on official communication from our district. Misinformation spreads quickly on social media.
Early Dismissal Due To Unforeseen Circumstances
In some instances, we may need to send students home early due to incoming severe weather, power issues, or wildfires within our district. Every attempt will be made to avoid dismissing students early, but in these cases, as much advance notice as possible will be given to parents and staff. The notification process will be the same as above.
Guidance for Closing Julian High School District Due to Public
Safety Power Shutoff (PSPS) Events
The following are the primary triggers that would lead to a school closure in Julian High School
District during a Public Safety Power Shutoff (PSPS) event. These triggers prioritize the safety
of students, staff, and the community while ensuring operational viability.
1. Loss of Power at School Site
• Power outages directly impact critical operations, including:
• Classroom lighting and heating/cooling systems.
• Internet and communication networks, limiting emergency responsiveness.
• Food preparation and refrigeration systems for meal services.
• Restoration times extending into instructional hours make operations unfeasible.
2. Transportation Safety
• Road hazards such as falling trees, power lines, or debris caused by high winds or outage-
related infrastructure issues.
• Inability to safely operate school buses or transport students due to unsafe road
conditions.
3. High Wind Conditions
• Sustained winds exceeding 35 mph or gusts over 45 mph in affected areas, increasing the
risk of downed power lines and infrastructure damage.
• Issuance of a Red Flag Warning by the National Weather Service, indicating elevated fire
danger due to wind and dry conditions.
4. Elevated Fire Risk
• Red Flag Warnings or other alerts indicating extreme fire danger in the area.
• Proximity of active wildfires or evacuation warnings/orders impacting school or
transportation routes.
• Smoke-related air quality concerns, with AQI levels above 150 ("Unhealthy" range).

Over the years, Julian High School District has built a reputation for fostering a supportive and

As Superintendent and CBO, my role extends beyond education leadership. I will work closely
